CDA member distributors from across the country met virtually with legislators over the course of two weeks for CDA’s annual advocacy program. Members attended 78 individual meetings with legislators and staff in what was a productive two weeks for attendees. Although this year’s format was a departure from meeting in person, participants gave high marks to the impactful and convenient format.

"CDA was able to provide an easy, stress-free way for its members to participate in Day on the Hill Virtual in 2021," said Kimberly Bolin, CDA president & CEO. "The issues we raised with federal elected officials are ones that go to the core of CDA members' businesses, and our comments were well received. We will build on the success and innovative approach to this year’s event for future opportunities to communicate about our priorities to Members of Congress."
Prior to attendees' time with legislators, CDA hosted an issue briefing and meeting prep, which included a Congressional overview, meeting logistics information and a detailed breakdown of industry talking points. Shannon Campagna, CDA's policy advisor, urged attendees to present the talking points in a personal and relatable way. "I encourage you to think about how you can talk about yourself and your business in a way that really tells a story and is something that will be memorable and helpful to these Congressional offices."

"This was my first year participating in Day on the Hill, so I was nervous," explained Kathy Gunlock, tobacco category manager, Core-Mark Midcontinent. "CDA provided me with the information I needed and guided me through the process, which quickly put me at ease. I am very thankful I took the opportunity to have my voice heard and that I took the first steps in building a rapport with my legislators."
During this year’s virtual Hill meetings, attendees presented three main talking points: opposition to any efforts to increase the Federal Excise Tax (FET) on tobacco or vape products, as well as any increases in the individual or corporate tax; support of the Drive Safe Act, which would create a path for more truck drivers under the age of 21 to build a career in trucking and operate in interstate commerce via a rigorous two-step apprenticeship program; and support of comprehensive and responsible framework for cannabis products.

"I love lobbying! Early on in my career, I learned that one person can make a difference," remarked Paula Glidewell, vice president, Glidewell Distributing Co. "This year, there was no stress in finding the legislator’s office in time - just a click of the mouse and you’re there. The meetings went well, and they listened. Being involved in politics is part of being in business."
After the conclusion of the meetings with legislators, attendees convened for a coffee hour, debrief and recap, where they shared experiences and insights into this year's event.
"I'm a firm believer that if we don't stand up and state our case, Capitol Hill may never hear our side of the story," said Butch DiChiara, partner, City Wholesale Grocery Co. "It's very important to try and get to know your legislators before you actually need them. Even if some of the issues aren't resolved the way we'd like, at least we've laid the groundwork for a relationship."
