House Passes Six Month CR, Senate Democrats Counter with 30 Day Stopgap

The House voted 217-213 on March 11, 2025, to pass a Republican-drafted government-funding continuing resolution (CR) to avert a government shutdown at midnight Friday, March 14, 2025. Only Rep. Thomas Massie (R-KY) opposed the measure. One Democrat crossed the aisle to vote for the legislation – Rep. Jared Golden of Maine. The legislation would fund the government through Sept. 30, 2025, the end of the fiscal year, while boosting funds for defense programs and imposing cuts to nondefense funding. The bill now goes to the Senate, where at least eight Senate Democrats would need to join Republicans to clear a 60-vote threshold and advance the bill to the floor for a final vote.

Senate Minority Leader Chuck Schumer (D-NY) announced on March 12, 2025, that there are not enough Democrats willing to support the current funding measure and called for the Senate to instead pass a 30-day “clean” government funding stopgap. However, the House adjourned for the week after passing the CR. Even if the Senate manages to pass a 30-day stopgap, there may be a lapse in funding before the House is able to vote. Read more here.
